Organizational Setting

The Barbados Director, Air Navigation Services Department [D-ANSD] directs and coordinates the administration of the ANS Divisions, which comprises:

  • Air Traffic Services
  • Aeronautical Information Services [AIS]
  • Civil Aviation Training Centre
  • Engineering and Maintenance
  • Services, Communication, Navigation, Surveillance[CNS]
  • Search and Rescue [SAR]
  • Safety & Compliance [SMS & QMS]
  • Administration & Services
  • Training / Research & Development

The employment will be for a period of three [3] years.

Major Duties and Responsibilities

Function 1 Responsible for Strategic Management
The incumbent will be responsible for the strategic direction, management and performance of the Barbados Air Navigation Services Department [ANS-D] to ensure the delivery of safe, secure and efficient services.

Function 2 Executive Management
As a member of the Executive Management team, the incumbent shall demonstrates strategic leadership and stewardship by providing guidance and setting standards for the Department through various mechanisms, including policy frameworks, service plans agreements and directions.

Function 3 Other Duties
The incumbent shall perform all duties, powers and responsibilities set out in the Civil Aviation [Air Navigation Services and Investigation of Accidents Act, 2022] as well as the following functions:

  • Prepare and maintain operational and performance standards in respect of the air navigation services to be provided.
  • Provide direction, guidance and supervision for the staff employed to the Department of Air Navigation Services and ensure the proper management and daily administration of the Air Navigation Services.
  • Provide direction, guidance and supervision for the staff employed to the Barbados Civil Aviation Training Centre and ensure the proper management and daily administration of that Section.
  • Ensure the continuing provision of the highest standard of air navigation services to all users of Barbados airspace and any such other airspace as may be allocated to the Department.
  • Ensure that all equipment used in the provision of all services provided is properly maintained and that the budgetary preparation for timely upgrading and replacement is made.
  • Ensure that all the facilities used by the staff and the students in the sections are maintained in safe, secure and clean condition.
  • Provide such reports, either routinely or on demand, as may be required by the Minister.
  • Perform such other functions or duties for the Air Navigation Services Department as may be required by the Minister.

Function 4 Other Functions
The incumbent shall perform the following duties and responsibilities in a professional manner as they relate to the execution of the functions of the Department:

  • Undertake an assessment of the ANS Department inclusive of technology, human resources and skills gap relating to:
    • The Civil Aviation Training Centre
    • Civil Air Traffic Control
      Aeronautical Information Services [AIS]
    • Engineering and Maintenance Services, [Electrical and HVAC Technicians – CNS]
    • Safety & Compliance [SMS & QMS]
    • Search and Rescue [SAR]
    • Administration & Services
    • ANS Contingency Team: [ATC, AIS, CNS & Maintenance]
  • Develop a strategy and plan to ensure that these eight [8] sections operate as a unified group recognizing that they impact and influence each other.
  • Review the allocation of Air Traffic Controllers and advance a strategy to resolve the current difficulties while positioning the air traffic services section to meet the demands of the future in terms of making the transition from ATS to ATM by utilizing technology, training, skills and human resources.
  • Prepare the operations of the Civil Aviation Training Centre for it to transition to a complete training institution that offers Training and Development beyond air traffic management [ATM] to include a degree in Air Traffic Management, Aeronautical information Management AIM and Pilot Training, to include training in Airport Fire Services, Cartography, Electronic Terrain and Obstacle Development [ETOD], obstacle evaluation, Procedures Design, Aeronautical Information Publication [AIP], Search and Rescue [SAR] and Information Technology.
  • Conduct a skills gap assessment of each Officer within the ANS Divisions to develop a training plan for each Officer as necessary to fill gaps that are currently missing and needed for the future to advance the Department’s objectives.
  • Identify the cutting-edge technology that must be adopted and implemented where the ANS Department and Barbados Training School is a Centre of excellence with respect to aviation services while simultaneously being compliant with the International Standards.
  • Keep the Minister informed of matters that would have a significant impact on the provision of Air Navigation Services under the Act.

Competencies

Knowledge of the roles and functions of the International Civil Aviation Organization (ICAO), the Barbados Civil Aviation Authority and other international and regional civil aviation agencies.

Sound and thorough knowledge of the Convention on International Civil Aviation and its Annexes, (including safety and efficiency principles).

Sound knowledge of Guidance Materials (Manuals, Circulars and other documents) related to the provision of air navigation services as issued by the ICAO.

Sound understanding of the ANS and CNS industry requirements.

Sound understanding of the Air Navigation Services institutional framework.

Knowledge of the Civil Aviation Act and the Barbados Civil Aviation Regulations.

Familiarity with contemporary safety concepts such as safety management systems and with other aspects of civil aviation within the span of control, personnel training and qualifications.
Working knowledge of the operations of the public sector.

Knowledge of Industrial Relations and Human Resource best practices.

Sound knowledge of general management practices, including strategic planning and performance management, results-based management and budgeting preparation and control principles, governance and accountability.

Extensive knowledge in ICAO PANS-OPS, airspace designation, organization and management.

Knowledge of Air Traffic Management (ATM) systems.

Sound working knowledge of regulatory requirements and standards; flight instrument procedures design, ASBU, ADS-B, PBN, rules of the air and search and rescue.

Knowledge of future air navigation requirements and developments.

Keen understanding of the working of the Aeronautical Information Management system;

Qualifications and Experience

Education/ Professional Experience

Essential
A postgraduate Degree in Aviation Management, Law, Economics, Management or Engineering with 5 years’ experience in a managerial position; or

A bachelor’s degree in civil aviation, Management, Law, Economics, Management or Engineering or equivalent with 7 years’ experience in a Senior managerial position in an aviation related organization with demonstrated proved leadership ability to plan and direct the successful implementation of technical programs.

In either case, must have experience in a Government Civil Aviation Administration, Communications, Navigation and Surveillance [CNS] environment, or a Civil Aviation Authority directly involved with the development and implementation of rules, regulations and operating manuals of airspace and aerodrome operations.

Desirable
Experience of working in an area involving airspace, PBN, charting, route structure, positional data and PANS-Ops would be an asset.

Conditions of Employment

The Barbados Director, Air Navigation Services shall be entitled to the following:

A monthly fee of USD $7,000.00 is payable on the twenty-sixth [26th] of each month.
Housing is provided.
Motor Vehicle is provided.

The Director shall perform the services at the Air Navigation Services Department, Barbados. The Contractor may in the performance of the services be required to travel anywhere within the Ministry’s region of operations.

The hours of work will generally be forty [40] hours per week. The Contractor may in the performance of the services be required to work outside of the 40 hours for ATS contingency.

Termination of Services:

The Government of Barbados will terminate the Director’s contract in any of the following circumstances:

At any time during the contract period, whether by ill-health or otherwise, becomes unable to perform the contracted services;
Disclose any information in respect to the affairs of the DANS to any unauthorized person.

Notwithstanding the above:

The Government of Barbados may at any time terminate the engagement by giving three [3] months’ notice in writing or by paying one [1] month’s salary in lieu of such notice.

The Director may terminate the agreement by giving the Government of Barbados three [3] months’ notice in writing.
