FAAs Resolution of Safety Concerns Course 15209001:

 The RSC is a five (5) day, 40 hour course. It covers ICAO documents, International Obligations, Philosophy of RSC, Managing Investigations, Determining course of action, Counseling and Warning letters and Legal Enforcement Actions. At the end of the course each CAA has a RSC manual that can be used for their individual states.

Additionally, this course covers the concepts, tools, and processes for a compliance and enforcement program in the Civil Aviation Authority (CAA).

It introduces a newly developed `Model Enforcement Manual’ for government decision makers which can be used as the basis enabling the CAA’s commitment to Aviation Safety.

The course also addresses the ICAO Safety Oversight Critical Element obligation for Resolution of Safety Concerns. The CAA may use the course materials and instruction for developing a new enforcement manual at the CAA, or to improve existing guidance materials.

Course objective:   Train those personnel with direct enforcement duties in the policies, regulations, documentation and required to satisfy the State CAA compliance and enforcement responsibilities.
